The easiest way is to make your smileys/binds the best you can with this nice little tool that sk89q made: http://digitalpaint.therisenrealm.com/tools/styletextgenerator
The only thing to note with this tool is that the Smileys/Alien Head and other "unique" characters won't show in the preview properly.  This is just because the character map in PB2 isn't exactly the same as the character map in Windows.

You can copy & paste the text out of there straight into your c:\Games\paintball2\pball\configs\config.cfg file (open it with notepad if Windows doesn't recognize what program to use).
The format in there is the same as you would type in your console.

I really hate to be the forum police, but when making posts anywhere (but especially here in the Help & Support forum), please try to use topic names that are a little more descriptive.  I almost didn't answer this question because I thought it was the thread demo thread that I already answered.  It also makes it easier for players with the similar questions able to find their answers quicker.

I bind them but say it once.  On most servers i c there is like

"Cannot talk for another 10 seconds"

or something like that.  Nuttin stopping people on match servers though

One way to make binds like them is to type menu setup_funname and write there the bind you want so it's your name and then just type in console for example: bind z $name.
