is it possible to make sounds play as mp3 format? when making a map.

No. This game does not support mp3 as of yet. I believe it currently supports wav only. So you may be able to convert an mp3 to wav and play it that way.

OGG Vorbis is like mp3.

Wav is lossless but takes up gazillions of megs.
