newbie semi-speedhack

This little buggard was cruising at a mildly faster than normal speed. Must have put a severe restrictor plate on his speedhack. It's way too consitant to be "warpage" or packet dropping/net connection issues. Seems kinda pathetic to go to all that waste for such a negligible gain. This must be one of those "Worlds Stupidest Criminals".
