The rain goes to collectors. Collectors are at a certain angle so the water would flow to either side. D0h.
Anyways. Map doesn't look like it should be. A soviet industrial area would have overgrown grass everywhere. Rusting metal everywhere in piles. Probably add a few brick houses which are not finished, add some bricks lying around.
Make the bricks look ugly.
