Unable to Remove Read-Only

Lately I have been having a problem that non-admins on my computer cannot edit one of the folders in C:\ I checked and it is set to read only so I turn it off and then when I try again on one of the other files and still doesn't work I check again. Looking again even though it went through the whole process of making it not read only it is a green box in the read only section. No matter how many times I do this nothing changes any idea how to turn read-only off completely?

1. What OS?
2. Usually if you go to Properties/SecurityAdvanced and take ownership of the file, you can fix that.

Unless the file is in use at the time.

I'm running it in XP and I'll give your idea a shot but I can't seem to find Security under properties. Unless you mean Advanced under the tab General the section Attributes. Oh and the file isn't in use.
