The IRC channel has been pretty dead lately, so I'm proposing we set a date where we try to get as many people on and active as possible. Let's shoot for 1 week from now - Thursday, Oct 30th (the day before Halloween) at 8:00 PM EST. Just hop in the channel and chat about whatever. If you can't make it on then, try for some time around then. It's not an organized event - just something to stimulate the chat a bit more.

Why would you need access to do that? Besides, you can just set up mirc to join channels on connect.

!autojoin is useful if you have a few computers or use java or mobile IRC, it joins all the channels when you auth, so you don't have to set up each client.

Things seem pretty bad when you have to campaign to fill an IRC chat channel where most just idle however, it might improve your effort if you include the network and other important info for joining the channel for those who might not know.

Well, that requires giving people access levels to the channel. Eg: Ops and Hops. So if you !addhop someone, it gives them lvl 150 and then they can autojoin. But for standard people, you would give them peon, which enables them really only to autojoin.

I believe you can set the channel to give everyone PEON status (lvl 1 access) when they join, and this will allow people to use the !autojoin command.
