[Feature] "Certificated" server flag

This should be a flag, which is automatically set, when a server has some special settings enabled.

And there should be an icon (star?) in the ingame serverbrowser and in the external serverbrowser at the server, if the flag is set.

The settings could be (examples):
- sv_minclientbuild (set to the last full build)
- timelimit 20
- fraglimit 50
- public 1
- elim 60
- flagmustbeatbase 1
- guntemp_inc 11
- guntemp_dec 4
- sv_gravity 800
- sv_forcesky 1
- sv_login 1 (or 2)



This feature could be required by a "Ranking System".

If ever there were a global stats tracker, a criteria would need to be established for "ranked" servers. Some non-cvar things you left out are: very restrictive or no admin access, dedicated connection, and maybe some restrictions on maps that could be included in the rotation.

These days there is quite a large disconnect between pub and match settings. There would probably need to be three types game modes to be ranked in: Clan Match, Classic Pub, Speed Pub. Each one of those modes would require a sub-set of cvar restrictions, maybe maps too. I'm not sure how different gametypes (dm, tdm, siege, pong..) would be dealt with either, but that's only a problem on pubs I suppose.
