Certain cvars have no effect on server

Some CVARS such as sv_gravity and ffire have no effect on my server, but they have an effect on a LAN game. I have tried editing the server config with no luck, and tried the cvars with full op status, any help?

Try "cvar_set sv_gravity 400". Default is 800.
