Only problem with your custom menu's ic3y, is:
1: The LOC creating thing made me lagg my ass off.
2: They are always too big. You can never ever see all of the menu.

1. Its not a LOC menu
2. Its for 800x600, 90 % from all use this or bigger.

I think they're an overlay from an external program like xfire (not xfire), probably for voice chat.

exactly. its called mumble. quite similar to teamspeak. but with way better quality and less time lag.
