[Tweak] kck, viewkick, tban, mute, unmute command

The kck, viewkick, tban, mute and unmute command should only work for players with the same or a lower login level. So for example, a player with login level 50 can kick a normal player, but not a player with level 150.

bad idea. a guy gets a match server with 50 login. he gets mad. he goes on a banning spree.

this should only be in affect with opps 100 and higher
