Make a small map first (just a box is ok) just to get the hang of it.  It's much easier to just use one of the textures which has light properties already.
Make a brush and apply one of those light textures to one side of it (or however you want it).  If you do a full compile it "should" work.
Give some more information about what you're trying to do if this doesn't help.

Depending on the size of your map, it may not actually be stopping at 0.  If the map is big and complex it will take sometimes several days to compile a map.
How long does it stay a 0?
The lights and shadows are part of what make a map look cool, in my opinion.  You can use area lighting, here's a link to some useful info: http://www.gamedesign.net/node/45
Lots of good stuff on that site and most of it will work with pball2.

I remeber an old game called Shogo which used a sort of map file called .dat (really screwball editor too). Anyways, I remade one of the single player maps called Research Station. I left my computer on at night to compile: by the next morning it was only at about 5%.
