So if i have "cheat" programs installed on my computer and the game detects that, will i be banned? or will i only be banned if the game detects me using them online?

I think I misunderstood.  If you use cheats offline, it's fine, but if you still have cheats on your computer and play online, depending on what they are, they may be detected.  Some people have created a special copy of paintball2 (for viewing demos of suspected cheaters) in a separate directory with cheats only in that directory and blocked internet access via Windows firewall so they can't accidentally play online with it.
