limit uploadspeed

hello,i have 110 kb/s upload (923 kbits)
and every use rneed max 13 kb/s so i made 10 slots.
but while users download a map on joning a server its lagging a lot.
can i limit the uploadspeed for user downloading maps/textures and such?

and whats about maxrate,can i set max uploadspeed with it`?

- Cvar: sv_fast_download_max_rate sets the absolute max total transfer rate in KB/s.  Effectively, rates will be much slower than this, recommend leaving at 0 to disable.
