So I just went to test it and I had no lags, not on the PGP and neither on the speed server. Probably I don't need to tell you that I won't be able to fix a problem that i cannot see myself. Checked the log files, there is one thing that may cause a stuttering in game which looks like this:

This happens sometimes (and for different players) but surely not every 5 seconds - and I probably will not be able to fix that without jitspoe's help.
The pingtimes of all the european players on it were normal, but I noticed that there were many people with a high distance (means americans) and therefore a high ping.
Maybe i need to check at a different time? When exactly did you experience the problem? May be a hoster problem - but the TS-Server we are hosting has no noticeable lags and I'm pretty sure you would notice it when the complete server lags every 5 seconds.
