[Tweak] Jail message, if jail is forced

Can you add a new message, if i try to turn off the jail mode, while it is forced by a map? The actual message "Jail toggle OFF" is wrong there.

Well, technically, the jail toggle is persistent across all maps, so you can toggle jail off on a forced jail map, and it will be off on the next map...
