I used
PAQ8F
on a 30MB folder of maps, and got it down to 5MB. It took a while, but could be really useful for 56k users or people who want to download tons of maps and just run the decompressor overnight.

How does it compare to bz2, 7zip, and some of the other popular algorithms?

It generally compresses better, but is much, much slower. It's not for everyday use, or anything, but for people with the slowest connectios ever it might be useful.

This compression might be bad to use for downloading individual maps files- it takes quite a while to compress/decompress the files.
I'll compress midnight2.bsp and tell you how long it takes.
