30ish fps will help you with triple jumps..

i knew nothing of fps till a few months back but ive heard that lower fps helps with triple jumps but i was so used to doing it on my default (200+) fps that it only seems to hurt instead of help when i lower my fps

More important is cl_cmdrate, which controls how many packets/second are sent to the server.  Quake2 tied the packets and frames together, but paintball2 separates them a bit.

If you're getting 200 fps and your cl_cmdrate is 60, you will be sending 60 packets a second.  If you're getting 60fps and your cl_cmdrate is 60, you will be sending 60 packets a second.  If you're getting 30fps and your cl_cmdrate is 60, you will be sending 30 packets/second (you can't currently send more packets than your framerate).

No.  You will likely miss the timing on your packets and not get a consistent packet rate.  The default settings should work fine, but if you want to have your framerate consistent with your packet rate, set cl_locknetfps to 1.

More like cl_sleep 1, so Paintball doesn't consume all of your CPU.

cl_sleep # gives your CPU a "rest" for # ms, so it either doesn't have as much usage or it can run other processes.  I mostly have it in there so it doesn't hog up all the CPU while I'm trying to debug.
