This is an opinion based topic; would it be worth while to start PBC again? or remake it, whatever.  (This is genreally for all the people that know what it is)

I say no, cuz 99% of PBC was just rehashed news from the offical DP site.  Now if someone wants to make a different DP related site and actually provide worthwhile and different content, then that would be great.  

It makes sense to have a DP website devoted to the clanning/matching community side of the game.  But only if its done the right way with a regularly updated list of active clans, matching rules/guidelines, various matchclan related FAQs and guides or tutorials, match/clan related news (not rehashed official news from the DP site), etc.  Maybe a college football (poll, not the BCS crap) type ranking thing for clans, so the top clans get recognition and others know who to try to take down =)  You know, excrement like that.

That sounds like a good idea, I'd be willing to put some time into making it.  I just couldn't do it alone.

Yeah thats usually the problem.  Only one person works on it and never accomplishes enough.

It's true there isn't a lot of news though. But there could be other sections, like a section for standard match rules a la Ferg's PBQCC, or strategy guides... map reviews....

I like the idea of map strategy guides.  Maybe you could have some downloadable demos and whatnot, too.  Recam some matches? Match result screenshots?  Scripts/configs? Various tutorials?  There's lots of stuff that can be put up there.
