All things considered you should hard-code this bad boy and allow a modified version to run. Just make the two non-compatible.

This gives people a choice:

Level playing field or User enhanced.

The two should never have been allowed to mingle.

I think he's talking about making it where you can run a pure version and a modded version of the game, just not on the same servers.
If so, I like the idea.

Along this same line, I'd like to have a server running that allows modified players skins like Quake 2 had.  Then someone could get to work making some new cool player skins that work with this game.  I'm NOT talking about florescent skins either, I'm talking about different cartoon characters ect...

We can not have our own skins? I made some reskins of the default models, except with paint splats and dirt, which i was going to submit here for review, that is not allowed?

Yeah , not yet though I would love to run a server that allows all modified content.  That content, be it player skins or map textures, could be sent to me in a zip file or something for review and then uploaded to a special directory on the server.  Then those connecting could download it or pick the fies up from a quicker source and enjoy additional creations for the game.
