(17 + 32 / 4) = 9.75

First off, that should be (7 + 32) / 4 = 9.75, but a TCP header has a lot more than 32 bits. See http://www.freesoft.org/CIE/Course/Section4/8.htm

Don't trust IQ tests, no matter how 'official' they are. They give you high scores to make you think, 'Oh, I'm smart!', then offer to make it really super-official by paying them to administer a real IQ test, they get money, etc, etc.
