ah, it appears that i was not entirely correct before. so do what KiLo suggested:

ok, now about this:
exactly what do you do to get that? do you just join from the serverlist in the game? and are you testing it on the same computer the server is running on??

I cant exactly do what kilo suggested because from 27900 - 27920 is 21 numbers... thats where i exceed the 20 ports.
so i have it set like this:
Entry #1:
Public Port - Start: 27900
Public Port - End: 27900
Private Port: 27900
Port Type: UDP
Host IP Address: 192.168.1.136

Entry #2:
Public Port - Start: 27910
Public Port - End: 27910
Private Port: 27910
Port Type: UDP
Host IP Address: 192.168.1.136

Entry #3:
Public Port - Start: 27920
Public Port - End: 27920
Private Port: 27920
Port Type: UDP
Host IP Address: 192.168.1.136

yes i am joining from the server list in the game. and i am trying to connect from my computer and my brothers computer from another household.

make sure you don't have some sort of antivirus program with a firewall shutting you down. You seem to have it right. Also make sure that the ports are getting forwarded to that computer, the 192.168.1.136

You also dont need to forward all of those ports, just 27910 should do enough.
there is only 1 antivirus program i am unsure about which is AVG. im pretty possitive it doesnt have a firewall.
and ports are being forward to 192.168.1.136 which is my static ip adress.

you got "Public Port - End" and "Private Port" switched around. re-read the settings i wrote, if you need to.
what exactly do you mean? using it in what way? for what?

oops. i do have them around wrong way. but when i switch them around i get this error "The total number of mapped ports can not exceed 20"

i believe the server is using my lan ip because when i join any working server (for eg Gt 69.93.11.66:27911) when i connect to it it says:
connecting to 69.93.11.66:27911
69.93.11.66:27911: challange
69.93.11.66:27911: client_connect

but then using my server its:
connecting to 192.168.1.136
192.168.1.136:27910: challange
192.168.1.136:27910: client_connect

ok on the vista machine i have the server showing up on my comp but not others
for some reason it is using ip adress 192.168.1.7 instead of 220.245.178.132
the 220.245.178.132 is the ip adress from www.ipchicken.com and is also the adress i forward the ports to.
do you know how i can change it from using the wrong ip?

im guessing no 1 knows?

Server is turned on.
My ip adress from ip chicken is 220.245.178.132 so i have forward ports to that.
do you know how to save to flash?
and i cant forward 27900-27930 udp because its says "The maximum number of entries above is 20"

Followed every instruction from DP Resource Server Troubleshoot... ports have been forwarded. Any ideas?

DP Resource Public Server Troubleshooter
Specified server information: 220.245.178.133:27910

RECOMMENDATIONS
===================
* Your server may not even be running; try connecting to it on this computer: run /connect 127.0.0.1:27910 in console
* Your server's port may not be forwarded; make sure you forward your ports for UDP port 27910 (and make sure it's set to the right computer address)
* Your server's port may be firewalled; make sure you allow port 27910 through your firewall
