It dont think that its important for the "client" to have build 16.

The server need to update to build 16 so the bans of the global login will work on the servers.
So if all servers are on build 16 it doesnt matter on which build somebody tries to connect.

EDIT:Your also able to set a "mincleint" option on your server which would just allow people which are on build 16 to connect on the server -> cvar_set sv_minclientbuild 16

this is getting pretty old. people should just drop it. we all know 2fast abused the server.
