all of a sudden i start lagging like every few seconds or every few minutes...

He's not getting much packet loss, but he is getting huge latency jumps.  If it happens on all servers, it's probably an ISP issue, or wireless, if he's using that.

black lines are packet loss.
White lines are latency issues.

dude lag cant really be "fixed". just play on different servers or something.

Dude, lag CAN be fixed.

You need to look at what you are running in the background as well as what other internet traffic is going through to your isp.

1. how many other pc's are connected through your internet connection
2. what are they running?
3. when you start up your pc, do you have a bunch of crap running in the background? This could be everything from your anti virus program to your torrent client.  ANYTHING that needs to communicate through the internet is suspect.

Maybe you should try it with the other computer? It's not that hard to download and install.

It may not help, but it did for me when I had a little problem like this, I dunno how it affected it, but check this.

Right Click My Computer > Properties > Hardware > Device Manager > IDE etc. Controllers (or whatever your Harddiscs are) > look for the UDMA controller > Double Click it > Device Property and Check the UDMA Mode for the Harddisc Paintball or just Windows is on.  I remember my computer could barely start Paintball and had those white lines constantly with that way below UDMA Mode 5.  It might help, I'm just throwing it out there, but I dunno if it will help here.
