Say you have your own private server and you and you buddies, but to make things a little funner, you guys decided to all add speedhacks and wall hacks (or just to give some of your friends an advantage), would it be ok as long as everyone in the private server was fine with it? To be honest, I don't know how to speedhack, or wall hack, but if it's ok in a situation like this, it wouldn't be bad to check into. Answer A, B, or C

A: In a situation like that, there nothing wrong with it. As long as it's in a private server and everyone is agreeable with it.

B: Well, it's still against the rules, but in a situation like that, we'll be fine with it.

C: No, it's still hacking and is against the rules. You would still receive full punishment.

It's probably C, but it never hurts to check, right? I won't pursue this if it's C.

I'd go for C.
After 'hacking' on the 'private server', you might be tempted to play with hacks later on. That and if you play several times with hacks on the private server, you could well get used to playing with hacks.

And hacks don't make you better at Paintball. On the contrary they'll only make it easier (since you go at the speed of light and can see through walls) and worsen your playing style.

I'm pretty sure you can do what ever you want in a private server. But make sure it is a private server, otherwise you will most likely get banned. (A private server is a server that does not show up on the server list).

I know that it's probably allowed but not encouraged to use hacks on private servers, but I'm just pointing the downsides of it. It's just a good idea to stay away from hacks altogether.

Well I think it's punishable when you even own cheats (and you're not using them), so I'd go for C.

And you would share cheats with friends and it's also punishable...

I don't make any guarantees that cheats won't be detected if you use them on a private server.  I wouldn't risk it if I were you.
