I have been wanting to make some HR4 Textures for a while now. I am willing to team up with you Freud, though if you/we are going to make them, we should probally release one once every few months, that way we aren't making people download a ton of .zip's. Anywho, I have a few questions.

What pallete should be used? Link?
What are the dimensions (I know that normal .wad's are supposed to be in multiples of 16, does that still apply?)
What about file formats? Should I stick with .jpg or .wad?
Any compression/file save format options that I should apply/set when I save them?

.wad was never used.  That was the Quake1 format.  Quake2 used .wal.  You don't need to worry about that anymore, though.  Just use .jpg with the highest quality setting.  Textures need to be powers of 2. (8, 16, 32, 64, 128, 256, 512, 1024).

These textures is from CounterStrike Source.

I can try to make texture like that but I don't think that will be so nice.
I have some texture of grass that I can send you but I'm on work now
