If you really want it, you could easily make it yourself. Otherwise, don't act like you deserve something.

Here Vinne, since you're so insistant, I'll do it. Look, I'll magically install it on your computer too.
Okay, now just go to the console and type 'crosshair 2' and the crosshair I put there should be there. It's a red dot, just like you wanted.

It's possible to export transparent TGA's straight from photoshop. You should just be able to file|save as and select tga, then use the 32bit option (and optionally RLE compression to make it smaller).

Omg. The zooming has nothing to do with the crosshair, and you can find something that tells you how to zoom in about 10 places on this forum. Seriously Vinne, learn to do things for yourself once in a while.

No, that's just you being retarded.
EDIT:
Vinne removed his post.

I thought you needed a black circle thing.
(Except less well written, but that's his words as I remember them.)

Please stop removing your posts. I don't know what you're talking about anymore. The scrolling is just a bind: the FOV makes you zoom.

Yeah, that's what I remember you saying.
Vinne, please try to understand what you're talking about before spouting out questions. Read through this thread some, learn how binds work, and learn what FOV does. You have to use FOV to zoom. The scroll wheel can just be binded to change the FOV. That's what I just said. Please pay attention to people's posts.
