Looks like not textured early version carbine that is in wrong scale... Probably 'early' development picture, basing on crosshair (could be visible gun feature development pic).
Also, jitspoe is right, just read  post that was nearby to this picture.

In short, this was the first pass at vwep (player holding different weapon meshes based on which gun he had).  This is what the gun that spins around on the ground looks like in the players hands, to give you an idea of scale.

So I was right. Ty for confirming jitspoe. Also: Is gun visible on pic changed since then (other than being textured and scaled)? I think there were some minor changes, can you recall such happening?
