Most good admins will kick if they see the visual effects of the lag not just the connection status. Let me ask you this would you play against someone in  match that was flying at 70 mph stop shot kill and then continued flying?  That is not gameing that is '00 all over again!!!

Sure.  Lag is part of the game.  It can be frustrating, but you can't just go kicking everyone with a bad connection.  Keep in mind that for all the other players, the laggy player will jerk around a bit, but for the laggy player it's much worse, because EVERYONE jerks around.  Plus, if they freeze midair, they're much easier targets -- it's harder to hit somebody that's constantly moving.
