Edit6: Also. When my server sends a heartbeat it sends it to 3 different locations. But only 1 heartbeat is recieved. Another problem?And it says Net_Getpacket yadda yadda

Used to do VPN support 40hrs a week... and we have ADSL providers here in Canada using the Seimens SpeedStream 4100 modems, which are almost the same thing as the 4200 that BigPond/Telstra offers in AU.  It's just a modem though, and not a router.  There is also the SpeedStream 6520 which is a modem + wireless router combo.

So here's the show stopper that everyone has missed so far: Are you running any type of router or using internet connection sharing through another one of your computers at home?
Chances are that you are, and what you'll need to do to make things work is go into that router and forward some ports to your server's LAN IP as well.  Let us know what kind of router you have at home, or if you're just using a single computer connected to that modem, or if you're sharing your internet through a main computer, or what your modem is plugged into.

A side suggestion that I have is to check your modem to see if it has the latest firmware:
  Your ISP has really good (and publically viewable) support documentation on how to do this.  You can follow their instructions here.  If it's not that their latest firmware, there is a link with further instructions on upgrading the firmware near the bottom of the article.

i wonder if you could also forward ... say, ports 60000 to 62000 ... to 27910 on your pc. would your modem allow that?

Ok im back, Got a new modem/router because the old one lost all power so yer. I forwarded the ports last night and now my server workz So thank all of you for all the help.
